Summary

after git garbage cocllect the packed-refs file roll back to the old version

1. run GitGarbageCollectWorker
2. in the worker, call the cmd git -c repack.writeBitmaps=true gc
3. there is no error reported
4. after that, the files in the refs folder have beed deleted, but the packed-refs file is still the old version
5. it makes some refs been deleted and some refs pointed to old commit

It's an accidental event, we can not reproduce it
