Overview

When a user creates a new issue, form field labels are right aligned which impedes scannability and goes against our form documentation in Pajamas.

Proposal

I propose we top align labels as defined in our design system and as is a common pattern. I am assuming creating new issues is a common action for users, so we want to make this process as quick for them as possible.

Users are able to more quickly create new issues and find the input fields they care about easily.
