Provide `snippets.gitlab.com` for easy Snippets Access

Problem to Solve

Accessing Snippets on GitLab.com requires navigating around to find the snippets list and then being able to create a Snippet from there. Other services have quick URLs to help users quickly and easily create Snippets.

Proposal

We should create snippets.gitlab.com which can redirect to https://gitlab.com/dashboard/snippets which is the most apt place to send users for Snippets.
