Managed Databases for Auto DevOps

Instead of using in-cluster postgres databases that are installed with sub-charts. We should consider suggesting the use of managed databases (eg https://cloud.google.com/sql/ https://aws.amazon.com/rds/).

One major driver for this is it isn't safe for us to upgrade database sub-charts charts/auto-deploy-app#11 (moved)
