Enable auto labelling from issue templates also for non-members

Problem to solve

When creating an issue from a template often a label is attempted to set automatically like /label ~feature. Unfortunately that label does not get applied when the user does not have the permission to apply labels.

Proposal

One way would be to recognize when an issue was created from a template and to allow corresponding labels to be applied.

Maybe also the template functions could be improved in order to achieve this. I think that GitHub has an interesting way to do this.
