Replicate lfs objects with the self service framework

The registry should already have been migrated to at least include the columns needed in #276694 (closed)

This issue involves running through the self service framework documentation to make sure that lfs objects are replicated with the self service framework, and removing the code that replicates them through the file_download_dispatch_worker.

Deliverables

  • Implement lfs objects as an SSF blob replicable
  • Remove lfs replication with file_download_dispatch_worker
