Images in commits are missing the comment cursor/icon on hover

Summary

Images in commits don’t show the point of interest (POI) commenting cursor/icon when hovering the image, so users don't understand that it's possible to use that awesome feature.

Steps to reproduce

  1. Create or visit a commit that adds/changes/removes an image
  2. Move your cursor over the image
  3. The cursor/icon does not change to show that it's possible to add a POI comment
