Bug: When using Gitlab.com Commits, Mirroring and branching stop working due to other projects becoming too large, even though the large project is in a "deleted" state
Note, as of Midnight on the 3rd November 2020 UK Time, I'm unable to commit to any project due to this issue
When a project that is too large (#273099) exists and can't be deleted, the mirroring, commit and push functionality will begin to fail for other projects which are below the size limit. Resulting in almost all of Gitlabs Functionality being lost.
Steps to reproduce
1: Setup Gitlab to have a large project (unreal engine mirroring works)
2: Navigate to a local fork of another project with active mirroring (Gitlab itself works)

The project mirrors correctly without any issues as the project is under the size.

Discovered on Gitlab Next on the 2nd November 2020. The browser was Microsoft Edge Version 88.0.680.0 (Official build) canary (64-bit)
