Focus broken on Issue "Labels" selector

Summary

When clicking to "Edit" an issue's "Labels", the wrong input is selected for focus.

Steps to reproduce

1. Go to an issue (example)
2. Click "Edit" in the the "Labels" section in the right-sidebar
3. Wait for the dropdown to appear and load, then begin typing.
4. See text appear in the "Search or jump to" input at the top of the page (not in the "Labels" dropdown).

What is the current bug behavior?

The "Search or jump to" input receives focus.

What is the expected correct behavior?

The "Labels" input receives focus.
