Allow the viewing of Environment variables for the developer role

Problem to solve

Currently, only Maintainers and Owners are able to access /settings/ci_cd, which is where project level Environment variables are view-able/changeable.

Intended users

Further details

As those with the developer role are allowed to make changes to files. This would include files pretaining to CI/CD. This being the case, developers would need to know what variables are set via the project's settings.

Proposal

Make the Environment variables viewable by users with the Developer role.
