Add list for "Recently Viewed" in "Your Projects"

Add a "Recently viewed" list to "Your projects" in the second row

Current	Proposal

In the discussion in issue #254328 (closed) highlights that there is a good foundation to add "recently viewed projects" at a user level.

The goals of this action is the following

• Provide a list of frequently view projects with the hypothesis that it would be more useful than the current "Your Projects" tab
• Low risk of negative impact because it doesn't change existing behaviour of the "Frequently visited" list #254328 (closed)
• Has potential upside of bringing value to the "Your Projects" page which is currently the default GitLab page (https://gitlab.com/) to 98.89% of users

Considerations

• Initially this list would be empty so having a minimum count of visited projects could be something that needs to be considered
• Placement of this list can be a tab as initially proposed here but a shorter list at the top of 2-3 projects might another way to achieve this goal
