Enable the QA framework to take screenshots in hooks

Sometimes E2E tests fail in a before hook. When that happens no screenshot is taken, so we have less insight than usual into what might have gone wrong.

We should enable the QA framework to take screenshots in hooks. If a screenshot can't be taken, we should report why (e.g., if the browser didn't load)
