User personal projects UI broken after 11.8

Summary

User personal projects (/users/:user_id/projects) pages are partially broken. This might be caused by gitlab-foss!24855 (merged).

Steps to reproduce

Visit the following URLs without logging in, for my profile with logged in, or with logged in.

• https://gitlab.com/users/tnir/projects
• or https://gitlab.com/users/dzaporozhets/projects

What is the current bug behavior?

3-column layout on User personal projects is partially broken.

What is the expected correct behavior?

3-column layout on the page should be consistent with other pages like User contributed projects and/or dashboard projects.
