Issues are not moved even when permissions are correct

At GNOME we have 250 developers in a group called GNOME/. Usually we need to move issues from one project to the other under GNOME/, the problem is that it doesn't always work. There are no warnings or any log relevant to that in the admin panel, and it has been experienced by several people in a regular basis.

This has been tested doing /move $PROJECT and also using the interface (except for issue https://gitlab.com/gitlab-org/gitlab-ce/issues/59387), both failing on doing so when this issue happen.
