View all forks as the source when creating an MR

Problem to solve

When creating an MR, you're asked to select a source branch, but there's no way to select a fork as the source. There should be a way to view & select a fork that you have permission to see.

Intended users

Developers and companies that use a combination of branches and forks.

Proposal

Something that looks a little like this...

Permissions and Security

The user wanting to select the fork will need permission on that forked project to select it.
