Add 'smart filtering' to project dashboard

As part of gitlab-ce#54372 we would like to be able to Add a full-width search bar with smart filter capabilities below the first-level tab bar.

This issue is to cover the smart filter capabilities similar to the filtering available on /dashboard/issues

gitlab-ce#56992 covers adding the full-width search bar

Remove visibility dropdown
Trigger searches on ENTER key or clicking the search magnifiying glass instead of as you type
Add tokenised filter options for:
- Group
- Visibility
- Topics
