Improve Cycle Analytics data quality

Right now if we look at Cycle Analytics for EE (https://gitlab.com/gitlab-org/gitlab-ee/cycle_analytics) and CE, the data doesn't look all that useful:

Do we need to spend some time here to analyze why the numbers look so off (e.g. toss outliers where numbers are 0)?
