Update existing flash messages and introduce Bootstrap callout style

We use flash messages on login/register pages to display notice/alert/warning/success messages.

As noted in https://gitlab.com/gitlab-org/gitlab-ee/issues/9375#note_151489923, we should replace the existing flash messages with the BS callout style.
