Improve messaging when user attempts to reuse K8S cluster
Currently it's not possible to reuse a K8S cluster (gitlab-ce#54475). But if a user tries to reuse a cluster, they receive an unhelpful message at the Helm Tiller installation step. Instead I propose a succinct message such as:
This cluster has already been set up once with GitLab and cannot be used again
