Label list is being stripped

Summary

I've added 2 pages of admin labels, but only the items from the first page is shown when creating a new issue.

Steps to reproduce

1. Go to Admin Area > Labels
2. Create at least 21 labels.
3. Open a project and create a new issue.
4. Try to assign a label from the second page.
