Provide Windows Runner with MSVC Build Tools 2017/2019

A common scenario for using Windows in a CI/CD environment is to build visual studio based projects using cmake or msbuild. Please provide a Windows based runner that has MSVC 2017 and/or 2019 build tools pre-installed with the developer prompt as the entry point.
