Enable the Agent server by default on Omnibus
Release notes
As Kubernetes users are starting to use the GitLab Kubernetes Agent, first they have to configure it's GitLab side-component, the Kubernetes Agent Server. Until recently, this required the Agent Server to be enabled manually. As the solution matured in the past months, we are making the Kubernetes Agent Server enabled by default to simplify setup for GitLab administrators. Beside being enabled by default, the Kubernetes Agent Server accepts various configuration options to customize it according to your needs.
