CI 1st time users don't get enough guidance on what GitLab CI is, how it works, and how to set it up.

I want to easily learn about GitLab CI and quickly get started.

Proposal

As an MVC, we can show a Welcome message that provides the next steps to get started with CI. The button will link to a feedback issue to gather feedback on the Pipeline Editor. Once dismissed, the alert shouldn't show up again.

Further details

The pipeline authoring team is working on the new dedicated Pipeline Editor for GitLab CI. Creating a dedicated space for authoring a CI configuration gives us an opportunity to create a truly helpful and welcoming 1st time CI experience even for novice users.
