In product guidance for auto rollback from Alerts page

When there is a critical alert on you production environment environment, you may want to manually rollback to the last successful deployment manually or automatically. In a previous release we linked the environment to the alert, shortening the path to manual rollback, in this release, we are adding a link to the project setting to allow you to configure automatic rollback, so that you can rest assure that the pipeline amends itself without the need for manual intervention.
Problem to solve
As an SRE responsible for production, I want to configure auto-rollback directly from the alert page instead of looking for this setting (I many not even know about this feature).

The user should be able to configure auto-rollback easily.

This issue combines #232492 (closed) and #35404 (closed)

Auto rollback is an GitLab Ultimate feature, so this alert should only be shown for projects in ultimate.
