Expose DORA 4 CSV download to front end

Previously, we introduced an API endpoint that generated a download of the historical DORA 4 metrics in the last 30 days for a group. In this release, you can download a CSV report of the same DORA 4 directly from the interface, in the group CI/CD analytics page.
Problem to solve
As a user, I want to download a report of the DORA4 metrics in the gitlab ui, so I can quickly evaluate how my application performed over the last 30 days.
User experience goal
The user should be able to click a download button on the ci/cd metrics at the group level, and download a cvs report with the dora 4 metrics over the last 30 days.
Proposal
- In the analytics > ci/cd group page #259697 (closed)
- User sees a button to export .csv file.
- Clicking the button generates a .csv file with historic dora 4 metrics.
- The user should be able to open or store the file in their computer.
