Display a better message when starting a discussion on a deleted comment

This was split from https://gitlab.com/gitlab-org/gitlab-ce/issues/58587.

After starting a discussion on a deleted comment failed, we show "Your comment could not be submitted! Please check your network connection and try again." We should change that to be more accurate.
