Reorder License Templates.

Problem to solve

Using the most 'popular' license in the 'popular' grouping (MIT License), requires scrolling all the way to the bottom of the dropdown each time. See attached image.

Proposal

Reorder the items in the drop down so the 'Popular' options are at the top. This could be as quick and simple as changing the group title from Popular to Common so it alpha-sorts above the 'other'. Though it may not work well for other languages.
