Closed tab in Issues page is not working.

Steps to reproduce

Click in Menu > Issues > Closed

What is the current bug behavior?

When you click the Closed tab, it does nothing.

What is the expected correct behavior?

When you click the Closed tab, it should go to https://gitlab.com/dashboard/issues?state=closed
