Add usable? method for Feature class

based on https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/25615#note_147704673. We need a way for Feature to know if it's usable or not. We need this because sometimes the rake task is trying to check the table for feature flags when the database doesn't exist yet.
