Discoverability of Gitpod

Problem to Solve

Currently in order to access Gitpod, users must be on an instance where the instance administrator has configured the feature. Then users must find the Gitpod button in the same dropdown as the Web IDE button. Finally, on their first use they'll need to enable the user preference to access the feature.

Additional Details

In order to be able to measure the value to users effectively we can't conflate that with discoverability issues.

We should examine opportunities to highlight or improve the discoverability of this feature.
