Audit Events: Add merge request approval actions
Problem to solve
As a compliance manager I want to be able to see audit events that relate to merge approval actions performed within a given project/repo so that I can determine who approved a merge request and ensure correct approvals are configured properly.

User experience goal
The user should be able to use the project overview, activity history to see who has approved merge requests for a related project/repo
Proposal
Log merge approvals within audit logs, audit events, or general logging for auditability and tracking. Currently only available through UI merge request.
