Add Kube Monkey to GitLab-managed-apps v2

We currently do not provide a way for users to test the resiliency of their Kubernetes deployment.

Proposal

Add Kube Monkey https://github.com/asobti/kube-monkey as part of our GitLab-managed apps.

The ~Monitor team has used this prior to tests the GitLab chart with good results.

owner or maintainer access to project required to interact with k8s integration

What does success look like, and how can we measure that?

Add kube monkey to usage ping to measure its deployments.
