Improve efficiency when creating additional Boards within a Group or Project

Problem To Solve

New issue boards create tags "to do", "doing", even though they aren't part of our workflow tagging. These tags get created and must be deleted each time. Irritating! source

Proposal

Revert changes made in support of #202144 (closed) and go back to the way we had it before.
