JIRA Premium Integration feature notice box leads to ambiguous user experience (UX)

Hello! This is my first issue and none of the templates applied clearly to my issue (UX) so I will simply leave some of my own headings. Please let me know how I can improve the issue.

Existing Design

On the Project -> Settings -> Integrations -> Jira page, there is a box shown towards the bottom that says "This is a Premium feature Upgrade your plan to enable this feature of the Jira Integration."

Resultant User Experience

Since the box is floating in the center lane, not quite attached to the feature that it is trying to name, it confused several of our team members into believing that the box was warning you immediately before saving that JIRA + GitLab integration in general was a Premium feature.

This also led to a negative user experience and a false belief that GitLab will attempt to entice users with a Premium feature but keep hidden that it is Premium until the last possible moment of reading or potentially even working towards an integration.
We now realize this is false, but the false negativity of the experience is definitely a key reason why this is being filed 🙂

Proposed Fix

The fix is not terribly technically involved, but I do believe it is far clearer to the user what is a premium feature. I'm not fixed on this design, but it clarifies the request:

I made this mock up by copying some of the outer HTML and adding it as the first child in the dev tools pane.
