unclear UI to edit multiple issues

Summary

When clicking on 'Edit issues' on the issue list, a new panel appears on the right, when I fill the fields I want the 'Update all' button is still disabled. That's because I need to select the issues I want to edit on the other side of the screen. Almost every time I want to use this feature (not often) I don't notice the checkboxes that appeared while the panel on the right was sliding in and wonder a while if the last GitLab upgrade broke this or what is happening

What is the expected correct behavior?

I expect the checkboxes to be near either the 'Edit issues' button or the newly opened panel
