Problem to solve

Markdown headings are not rendered with anchors when mentioned in issue comments

Target audience

GitLab users who try to refer to a section in a large Markdown-filled comment body.

Example: this comment is full of Markdown. However, there is no anchors for the In the MR: heading or any other headings.

Proposal

Render the Markdown in issue comments in the same way we do for issue Descriptions.

What does success look like, and how can we measure that?

GitLab users are referring to the Markdown heading links in discussions. (One may track the gitlab-ce~3592632 kind of issues specifically as they tend to have more of such large Markdown-filled comments).
