Flag to specify that Users API search endpoint returns exact matches

It would be helpful to have to ability to use this user search endpoint to return results that are exact matches, instead of also returning results that contain the search value. Perhaps add an additional parameter to dictate how the search is performed?

The issue is we'd like the ability to search users by name, email, and username using this endpoint without the potential of returning a massive payload, which is possible if the search parameter is contained in many usernames/ emails/ display names.
