Use gl-filtered-search on issues list

Replace legacy filtered search with gl-filtered-search from gitlab-ui.

Include project, group, and dashboard lists.

Availability and Testing

Manual job package-and-qa will need to be run in the MR to ensure e2e tests do not break.
