Inherited Jira integration not displaying sidebar nav item

Summary

In a project that is inheriting the Jira integration, the sidebar nav item isn't displaying.

Steps to reproduce

1. Create a new group
2. Create a project in that group
3. From the group, add a Jira integration
4. View the project, the sidebar nav item isn't there

However...

1. Go to Project -> Settings -> Integrations -> Jira, and you'll see it's inheriting settings.
2. Don't do anything, but click the Save button, and the sidebar item appears!
