Ensure that emoji reaction buttons sets title for screenreaders

As a quick interim work-around, could you please add title attributes to the <button> elements? Those would be visible and could at least "guide the blinded" (just tried that via FF developer tools). Simply replicating the gl-emojis data-name to that title would help a lot. Thanks!

I think we should check whether we want to add e.g. title attributes to the buttons or <gl-emoji itself.
