Point user to auto rollback settings

Problem to solve
As a user who wants to take action on my faulty deployment/post deployment that doesn't know about the auto-rollback feature, I want to easily find and configure auto-rollback or manually rollback from the deployments page

User experience goal
The user should easily locate the auto rollback feature and with minimal clicks be able to rollback in case of a faulty deployment
Proposal
If there is a critical alert present and the deployment status is failed and auto-rollback is not configured, we should point the user to the auto-rollback setting so that they can configure this. This message should be dismissible and user's choice on it should be persistent
UX TBD
Pressing on show deployments will take you to the deployment page
Pressing on setup auto-rollback will take you to the setting page to configure auto-rollback
