GitLab Migration - Migrate Empty Projects

Summary

This is the first step in the ability for GitLab Migrations to include Projects when migrating Groups.

Proposed Solution

• For each migrated Group, import all the children Projects.
• This issue only creates the Projects with all of the attributes.
• This issue does not include any related objects, such as Issues, Labels, etc.
• This issue does not include migrating the repo.
