Problem to Solve

Users may not want to use Gitpod, but currently there is no option to no longer see it as an option inside of the user interface.

Additional Details

When the Gitpod feature was added, it was decided that users would need to explicitly opt-in to using it (on top of the instance level configuration). However, there isn't any kind of option to opt-out of seeing Gitpod.

Proposal

There should be an additional user option that allows you to also disable the feature entirely. This would disable buttons in the interface that show Gitpod at all.
