Add "Billable" filter to Admin -> Users view

Problem to solve

Currently the admin/user view supports the following filters: https://gitlab.com/gitlab-org/gitlab/-/blob/master/app/models/user.rb#L535

We would like to add a filter for "Billable" users. See #238183 (comment 428366368) for more discussion.

The frontend work regarding the filters is being taken on in #238183 (closed). This is the backend issue to add support for the "Billable" filter.

The filter should be added via a query string, filter=billable probably makes the most sense.

Yep, that is what I was thinking. I can create a frontend issue if it is easier to track though?
