[VSA] New value stream not loaded after creating it

Problem to solve

It is possible to create custom value streams in group-level Value Stream Analytics. However, after creating one, the user is not redirected to that value stream. The user remains on the value stream that was loaded when clicking to create a new one.

Proposal

After creating a new group-level value stream, the user should be redirected to the newly-created value stream.
