Consider moving interactive web terminal admin doc outside from web terminal.

Overview

We currently have https://docs.gitlab.com/ee/administration/integration/terminal.html which feels like an awkward match between https://docs.gitlab.com/ee/ci/environments.html#web-terminals and https://docs.gitlab.com/ee/ci/interactive_web_terminal/. They do share some similarities such as Enabling and disabling terminal support but apart from that nothing else. For example the Security section is very specific for the interactive web terminals, not the web terminals themselves.

I am trying to add a section here, where specific permissions inside of kubernets need to be given for the runner user, which doesn't feel like it belongs for the normal web terminals.

I would love some suggestions on how we can improve the documentation here.
