a11y: navigation of labels via keyboard up / down

Summary

When navigating the labels dropdown via keyboard, the list does not scroll down / up and the focused label goes offscreen.

Steps to reproduce

Open the labels

Keep pressing the down arrow until you have highlighted a label out of the viewable scroll area

The list will not scroll down and your focus will be out of view

What is the current bug behavior?

Focus is put onto an item outside of the visible viewport.

What is the expected correct behavior?

Navigating downwards should scroll the list downwards.

This bug happens on gitlab.com for issue title dropdowns as well.

So I'm assuming this must be an issue with all dropdown selectors in gitlab.
