Remove Legacy Uploads Migration

We use code dependencies in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/24679 because the migration would be to complex otherwise.

The migration affects only long running instances and the legacy uploads are not available right now because of the bad path. The customers who follow the recommended upgrade process will not skip this migration.

We don't want to have dependencies in the migration in general therefore we should remove this migration
