Contribute 2019: Specify name in project import API

Currently we don't have the ability to provide name parameter during project import api. Even if we pass this it gets ignored as this is not included here: https://gitlab.com/gitlab-org/gitlab-ce/blob/master/lib/api/helpers/projects_helpers.rb#L10

I'll be submitting a MR for this as a support fix.
