Allow manual sync of all exisiting data with GitLab for Jira app

When branches, commits or merge requests are created or updated, we sync the data with Jira when the GitLab for Jira app is installed. We should also allow users to trigger a manual sync of all existing data. It might make sense for this to be triggered inside the view accessed from Jira when you select Apps > Manage your apps.
